SAM4U is a tool developed by SAP to help address this challenge by giving organizations a clearer view than the obsolete Software Licensing Workbench (SLAW) on how their licenses are being used. 

Although SAM4U offers useful insight, it is important to understand what the tool does and what it does not do. This guide explains SAM4U in practical terms, showing how it supports license management and where additional expertise is needed to make informed decisions. 

What SAM4U Does: Bringing Visibility to SAP Licensing 

SAM4U’s strength is transparency. It brings together data from across SAP systems and displays it through dashboards that show how users are classified, which license types they hold and whether those licenses are actually being used. This makes it easier to spot issues such as inactive users still consuming licenses or users who were automatically assigned costly licenses they don’t need. This is the first time that SAP offers this level of visibility for the customers, as the Software Licensing Workbench operates only with tables and one rudimentary graph. 

Dashboards like Dialog Users and Licensed Users highlight these discrepancies immediately. Organizations can drill down into individual users to verify whether their assigned license reflects their real system activity. This level of visibility helps establish an accurate baseline of current license usage, an essential step before any optimization work can begin.

Beyond user-specific data, SAM4U also provides insight into engine licenses. It shows which products are being used, which ones require manual self-declaration and where usage does not match purchased entitlements. While SAM4U flags these issues, it does not quantify the budget impact or explain how self-declared products should be measured, leaving organizations to interpret the implications on their own.

Supporting S/4HANA Migration 

One of SAM4U’s most valuable features is its ability to simulate how current SAP users would map to the S/4HANA license model with the help of STAR (S/4 HANA Trusted Authorization Review) dataset. For organizations still running ECC, this gives early insight into whether existing users align with the S/4HANA Enterprise Management model or whether license changes will likely be needed. 

The tool also flags users who don’t align with SAP’s rules, such as those missing Professional user authorizations or those assigned custom roles. While this information is useful, SAM4U doesn’t explain the financial impact of reclassification or estimate how much a migration might cost. As a result, the data is diagnostic rather than strategic, it shows what needs attention, but it doesn’t provide solution. 

What SAM4U Doesn’t Do 

Even though SAM4U offers strong visual insight into how licenses are being used, it is not a complete license management solution. It doesn’t optimize license allocation, generate audit-ready reports, or calculate the cost implication of incorrect licensing. It also cannot run “what-if” scenarios to estimate potential savings or future risk. 

The tool can highlight issues such as over-allocation, under-utilization, or products being used without the correct license, but organizations still need to investigate and correct those findings manually. In other words, SAM4U shows the symptoms, yet it doesn’t provide an accessible treatment.
